IJSPL is a refereed biannual journal published by the Rashtram School of Public Leadership, Delhi NCR, India.

How do citizens and states perceive each other? While putting this question, we are aware of the already saturated terms of citizens and states within the socio-political discourses. In fact, what we have come to understand by these terms has a history of not more than two hundred years and their meanings derive mainly from the European experiences of that period.  So either we have a state that is seeing like a state, to paraphrase James Scott or we have people that are truly behaving like citizens. The legacy of this specific European history is that we now have the conjugal terms of state and citizen in total correspondence with each other and the correspondence of state and citizen is not isolated.

It is part of similar correspondences of binaries like individual and society. Within this milieu of creation of (new) binaries, liberty has been understood only as individual liberty that was pitched against society and its norms. State is part of that societal aspect pitched against the individual and the ‘citizen’, in turn, is part of those individual aspects. This understanding becomes important in grappling with premodern worldviews about ‘state’ and ‘citizen’. That is why this dynamic between the state and individuals becomes an issue of utmost importance for the contemporary researchers and public intellectuals to probe into.

Are there other ways of imagining the interactions between the states and the individuals, other than the dominant European paradigm of total correspondence?  If we ponder on this question, then it becomes  increasingly clear that not only the interactions but even the constitutions of these two entities can throw up interesting insights into the nature and role of states, their legitimacies and jurisdictions vis-a-vis the local jati and gram level social organization and the appropriate vocabularies needed to address them. 

In view of these questions and considerations, we invite scholars to engage with the broader issues of:

  1. Statecraft, administration, diplomacy, strategy, rights and duties, which bring forth non-modern outlook or even the recessive or marginal political perspectives of today’s times. 
  2. The role of language and rhetoric in the construction of power and authority, especially in the roles of bards, poets, chroniclers, court jesters/fools and their counterparts in our contemporary times.

  3. The cross-cultural idea of the state in the popular imagination and the changing dynamics of the relationships between state and its subjects.  


IJSPL is multidisciplinary in its range, by virtue of the multidisciplinary character of leadership studies itself. The journal encourages submissions on leadership studies research, pedagogy, and practices from a wide array of theoretical and methodological approaches. Thus, leaders and researchers from across the world and from diverse fields such as academia, public service, social sector, business, and traditional institutions of learning and knowledge systems, are welcome to submit their research articles. Potential authors may focus on the central theme of how public leadership, across local, regional, state, national and international levels, from all nations and world regions, has drawn on the wisdom of specific civilisations from the distant past and up to our times. The authors may look for instances of civilisationally grounded public leadership among leaders and participants in the government and public services, in cross-sector organisations, in non-governmental organizations, or among thought leaders functioning within such spheres as academia, media and the arts, and activism. Research articles are also invited on the varied spheres and dimensions of public leadership, including but not limited to:

  • Leadership ApproachesExploring what new light may be shed by civilisational insights across cultures on various existing modes of thinking about leadership approaches, thereby enriching the contemporary discourse on leadership with insights from civilisations across different cultures.
  • EthicsEnquiring how civilisational knowledge and value systems may have helped shape the path forged by leaders from across cultures for their endeavours and their engagement with followers.
  • Psychological Aspects of LeadershipCharacterological traits of leaders, recognised and/or stressed upon as essential by different civilisations at different periods in history; exploring if such sets of characterological traits have evolved over time or if they have remained largely unchanged, and if systematic disciplines have been laid out to acquire such traits through training or interiorization
  • Community FormationExploring the role of leadership in the modalities of community formation around specific causes/movements across different eras and cultures
  • Indigenous Knowledge Systems and LeadershipConception and practice of leadership in indigenous cultures and indigenous knowledge systems, with a focus on reassessing the existing theoretical premises of ‘indigenous’ in the Indian/South Asian context
  • Social EngagementExploring various aspects of the dynamics between leaders and followers/participants in building long-standing social institutions in civilisations across time and space
  • Institution Building and Re-designingExploring the formation of adaptive institutional structures to solve specific problems in healthcare, public education, infrastructure, and other areas; with a special emphasis on the ability of such institutional structures to be responsive to changing historical and cultural contexts, and the sources of their resilience

Research articles published in IJSPL are double blind peer-reviewed.

IJSPL offers value to all stakeholders in leadership, and to those who study, conduct research and explore the varied aspects and complexities of leadership. It is a valuable source of information for:

  • Researchers, instructors and students in schools of public policy, public management, public affairs and public administration, as well as various other disciplines.
  • Chief executives, directors and managers, and others holding public leadership roles.
  • Public health practitioners, wellness practitioners.
  • Leaders in social enterprises, activists for social change, and political organisations.
  • Researchers and practitioners in public education.
  • Local authorities, personnel involved with government bodies at local, state and national levels as well as with inter-governmental bodies.
  • Leaders in collaborations between the public and the private sectors, voluntary services, and in the third sector.

Submission Guidelines:

In the preparation of their research articles, authors are asked to strictly abide by the standard IJSPL author guidelines as detailed below.

Style Sheet

The Manuscript should follow the format specified by the Publication Manual of the American Psychological Association, Seventh Edition (2020). It has to be submitted in MS-Word, Times New Roman, font size 12. The headings should be in bold, and italics may be used to add emphasis and for book titles. It is recommended that the submissions be within the range of 4000-7000 words for research articles.

 The Manuscript title page should include:

  • A concise title providing a clear overview of the content of the article.
  • The name(s) and affiliation(s) of the author(s).
  • Abstract not exceeding 300 words.
  • 4-6 keywords for indexing purposes.

In addition to this, the author must submit, in a separate MS Word file, a duly signed declaration of originality of the work, clearly stating that it has not been published nor is it being considered for publication elsewhere.

The manuscript submitted to IJSPL should be an original work of the author, not published anywhere else in any form. It should not be submitted to any other journal simultaneously.


It is the author’s responsibility to ensure accurate presentation of their study. All the quotations, supporting data and references have to be duly acknowledged. The manuscript may be screened for plagiarism.

Disclosure and conflicts of interest

The authors should disclose the research grants, financial support received for attending conferences and educational programmes or other forms of substantial relationships that might have influenced the research in a significant manner.
